Regulated agent / RegB
The “Regulated Agent” designates a special legal status that certain companies can obtain in order to facilitate easier handling of air cargo at airports. The legal basis is Regulation (EC) No. 300/2008 and the German Aviation Security Act (LuftSiG).
Regulated agents can become:
- air freight forwarders and couriers;
- air cargo handling company;
- Air cargo carriers and handlers, especially airlines:
- logistics service provider.
Anyone who is approved as a Regulated Agent may independently classify freight handed over by the sender as safe or unsafe. Unsafe cargo can be made safe by appropriate controls. Cargo that has been classified or made secure by the Regulated Agent is then no longer subjected to any further checks when it is handed over to the carrier airline at the airport. The procedure is intended to limit the costs of the security check and avoid unnecessary delays.
A safety officer who is officially appointed by the regulated agent and who is regularly (every 5 years) certified in an extensive process is responsible for the safety check.
